First, I will highly encourage you not to use the 'AddonPeds Editor.exe' to enable Pepe via Add-on peds, because you want to make do it manually. Doing it manually unlocks the feature to use hat props and a custom voice.
First, locate to X:\Users\YOURNAME\Documents\Rockstar Games\GTA V\UserMods\ap_m.xml and open it.
